Staggered Registration
(Commercial Trucks, Trailers and Semi Trailers)
House Bill (HB) 87 introduced staggered registration of commercial vehicles, trucks, trailers, and semi trailers. The result is the revision of the administrative rule 4501:1-7-03 and the adoption of administrative rules 4501:1-7-05 and 4501:1-7-06.
All vehicles registered under this rule will expire May 31 of 2004. Staggered registration will be effective for Ohio on March 1, 2004. Once staggered registration is fully implemented, commercial vehicles will expire throughout the entire year.
Staggered registration will assign a new primary expiration month for commercial vehicles based on the last two numbers of the carriers Tax ID Number (TIN) or Social Security Number (SSN). The carrier will have the option to split his/her fleets in to predetermined months. See Staggered Registration Chart.
During the transition, expirations will vary from not less than 6 to no more than 17 months. Staggered registration has allowed options for carriers to choose the most optimal plan for their company.

The last day to register a commercial vehicles, trailers, and semi-trailers is Saturday, May 29, 2004. All deputy registrar license agencies will be closed on Sunday, May 30, 2004, and again on Monday, May 31, 2004, for Memorial Day. |

Some registrations may exceed 12 months during the transition period only. |

Current required documents must be presented at renewal or when applying for a new commercial registration (i.e. form 2290). |
Staggered Transition Period
(6-17 Months)

During the transition year, all commercial registrations expiring May of 2004 will be for no longer than 17 months and no shorter than 6 months. |
|
|
Those who are assigned to registration periods 12 months or longer have the option to pay for the full registration at the time of renewal. |

Carriers Assigned to 12+ month expirations (TINs ending in 40-82) have the option to renew for 6 months (receiving November 2004 stickers). Carriers who choose this option will return in November to pay for the remainder of their renewal, taking them to their assigned month. |

Those who will return in November will receive a registration notice for the remainder of their renewal fees. Carriers should bring both the notice and the payment when returning to their local deputy registrar. No other documents are required at this registration time. This payment will complete the registration until the new assigned month. |
New Registrants
|
All new registrants bringing in a new commercial vehicle will immediately be staggered, beginning March 1st, 2004. |

The new registrant may have a registration period longer than 12 months during the transition period. In this case, they will have the option to split the payment. |

The first payment must take them to a registration expiration of November, 2004-even if this will be longer than 6 months! The customer will return in November to pay the rest of the years registration, placing them in their proper expiration month. |

Of course, the new registrant has the option to pay for the entire registration period without splitting the payment, if the registration is not more than 17 months. |

The Deputy Registrar is required to calculate registration fees from the first used date. The first used date is considered to be the purchase date of the commercial vehicle. Therefore, some new registrants may have more registration fees added from prior use of the vehicle. |

A currently registered customer may place new vehicles in any of the predetermined months as long as he or she already has vehicles registered in both the primary and secondary months! |
