No drivers license required (lots of rednecks who lost their license because of DUI ride mopeds) Scooters are classed as mopeds (I think the requirements may have changed) No license plates required, insurance required. Min age 16. Max. speed 30 mph (although most really do about 40, I know one girl with a Derby Paddock LC that gets a true 60 mph, I've followed her in my car. It's registered as a moped) No passengers allowed, although you see people with passengers all the time, the Cops do nothing. (Just like all the people who ride around in the beds of pick-ups)

The laws seem rather grey where mopeds are concerned. The cops just leave em alone unless they are breaking the speed limit of the road. Possible on things like Derbi's or PGO's etc. My son rides a PGO PMX which easily stays with traffic in Raleigh, it'll do about 90 kmh (55 mph) speedo is in metric.
