PURPOSE
Provide guidance on address requirements for processing Texas
Certificate of Title applications.
BACKGROUND
An increasing number of title applications are being processed with out
of state and out of country addresses. Applicants should be Texas
residents in order to apply for title and registration. Exceptions are
made for military personnel and part-time residents (snowbirds) when the
application is submitted with required documentation.
Out of country residents who qualify for a Texas Certificate of Title
should be advised to use their Texas address as the Texas Certificate of
Title will not be delivered out of country due to insufficient postage.
Should this occur, many applicants who then apply for a certified copy
of the title are unable to obtain them because they do not have a United
States Government issued photo identification.
COUNTY ACTION
When processing an Application for Texas Certificate of Title,
Form 130-U, verify that the applicant is a Texas resident with an
address in your county. If the customer resides out of the country, make
certain the applicant uses their Texas address when processing the
application.
