New Policy for Submitting Requests for
Title Transaction Processing |
PURPOSE
To inform you of new procedures for submitting requests for
title related actions by the Vehicle Titles and Registration Division (VTR)
Headquarters.
DETAILS
Recently, some certificates of title have been released as a result of
requests made by telephone. In each case, fraudulent information was provided to
VTR Headquarter employees by the caller, resulting in improper issuance of a
certificate of title. In one case, a rejected title was released based on a
telephone request from a person representing themselves as a VTR Regional Office
employee.
In order to provide validation and documentation of such requests, VTR
Headquarters will require that any requests needing action, such as release,
reject, or deletion, etc., be made via email from a VTR Regional office.
COUNTY ACTION
Effective immediately, all affected requests for issuance/rejection of a
certificate of title from a county tax office should be made through the
county’s respective VTR Regional Office.
Examples of affected requests include:
- Release of a title for which the transaction has been rejected
- Release of a Lost Title transaction
- Rejection of a "Title Awaiting Release" transaction already mailed to VTR
Headquarters
DEPARTMENT ACTION
Upon receipt of a request and the necessary documents, if
applicable, from a county tax office, the VTR Regional Office will submit the
electronic request to the Title Control Systems Mailbox in GroupWise for action.
The Vehicle Title Manual will be revised accordingly.
