PURPOSE
To announce the appointment of the new Chief of Titles for the Vehicle Titles and Registration Division (VTR).

DETAILS
Effective September 15, 2004, Monica H. Blackwell will assume the role of Chief of Titles for VTR. Monica brings 21 years of Texas vehicle title and registration experience to this position.

Monica began her career with the Texas Department of Transportation (TxDOT) in 1983 in the File Maintenance Section, now known as Vehicle Data Management. She also spent one year in the Accounting Section prior to its transfer to the Finance Division. In 1989, Monica transferred to the Beaumont Region, where she served as a Field Auditor for 11 years. In July 2000, Monica accepted the position of Programs Coordinator in VTR Field Operations, where she worked until accepting the position recently vacated by Becky Beck.

Monica has one daughter, Barbara, who is enrolled at Texas A&M University. Please join us in welcoming Monica as the new Chief of Titles.
