Subject: Scan Guns at Point-of-Sale

PURPOSE
To assist counties with Point-of-Sale scan gun usage decisions.

DETAILS: CURRENT USE
A number of counties currently use scan guns for processing quick counter events for registration renewals. We are committed to providing scan guns to any counties who need them.

POSSP USE
There are changes on the horizon with the implementation of the Point-of-Sale Sticker Printing (POSSP), which could affect your future scan gun decisions. POSSP will replace the quick counter event, making the use of scan guns unnecessary in many offices. Post-POSSP implementation, the only use for scan guns in county offices would be for scanning renewal notice bar codes rather than key entering the plate numbers or VINs.

On July 8, 2004, the Vehicle Titles Registration (VTR) Division conducted a scan gun time and motion study revealing an average key entry process time of 12 seconds per renewal, compared to 13.6 seconds per renewal using scan guns. The study times collected began with the scanning or key entry of the vehicle information and ended at the receipt screen. The slower scan gun results collected were in result to time spent aligning the gun’s reader bar. While the use of scan guns for scanning renewals does reduce data entry errors, there is no indication that record access using scan guns is faster than key entry.

Scan guns currently used at the county point-of-sale should not be confused with the Remote Sticker Printing System (RSPS) that we have demonstrated at several recent conferences. The RSPS equipment will be allocated to previously identified counties with high transaction volume subcontractors or dealer title application (DTA) dealers and will include a scan gun. The use of scan guns for RSPS transaction processing is required. The use of scan guns for POSSP transaction processing is not required.

COUNTY ACTION: RETENTION/DISPOSAL
Each county may decide whether to add scan guns, retain scan guns already in use, store scan guns no longer used, or return your scan guns to us. Please write us a letter of request if you do not currently have scan guns and believe you need them for effective RTS processing. If you opt to return your scan guns to us, please contact your regions for assistance.
