These documents contain text of correspondence sent by TxDOT to the county tax assessor-collectors, statutory agents who provide vehicle registration and titling services for citizens in Texas. This information is provided to apprise the general public of issues affecting the state’s vehicle titling and registration process.

Subject: All Terrain Vehicle (ATV) Processing Under Point-of-Sale Sticker Printing (POSSP)

PURPOSE
To provide procedures for issuance of ATV registration after implementation of POSSP.

DETAILS
With the implementation of POSSP, ATVs will continue to be issued preprinted ATV Stickers. Until the Registration and Title System (RTS) is programmed to accommodate ATV registration, counties will use a manual procedure.

COUNTY ACTION
Counties should process ATV registration as follows:

  • Counties will not be able to receive invoices for ATV Stickers into RTS as an inventory item
  • Issue ATV Sticker, recording the following information in the sticker book:
    • Date of issuance
    • Amount collected
    • Last eight digits of the ATV Vehicle Identification Number
  • Complete the Form VTR-31-RTS
  • Collect applicable fees through the RTS Additional Collections event

The invoices, ATV Sticker books, and the county copy of the Form VTR-31-RTS should be retained until the county’s annual audit has been performed by the Vehicle Titles and Registration Division (VTR) Regional Office.

In some cases the Registration and Title Bulletins (RTB) contain attachments. If you require a copy of the original signed RTB and the attachments, please email your request with the RTB number to VTR Info Request/Open Records. Repeat requests are subject to charges in accordance with Open Record policies. A subscription service is also available for an annual fee of $250. Subscribers will automatically receive all RTB mailings as they are issued.
