This information is provided to apprise the general public of issues affecting the state’s vehicle titling and registration process.


Registration and Title Bulletin #141-03

To: All County Tax Assessor-Collectors
Subject: 2004 State Official Specialty License Plate Renewal Notices

PURPOSE
To clarify the procedures for processing prorated State Official Specialty License Plate renewals.

DETAILS
House Bill 2971, enacted during the 78th Texas Legislature, Regular Session, changed the expiration date of all State Official Specialty License Plates from March to December, effective September 1, 2003. The Registration and Title System (RTS) has been updated to reflect this change. At the time of renewal, RTS will automatically prorate the registration renewal fees to reflect the December expiration.

DEPARTMENT ACTION

  • order the manufacture of plates with "DEC 04" expiration;
  • send an updated list of State Officials to the counties; and
  • send each State Official a renewal letter notifying them of the availability of their plates (example attached).

COUNTY ACTION:
Upon receipt of the "DEC 04" license plates and list of State Officials, the county will:

  • verify inventory received and compare with the State Official list; and
  • report any inconsistencies to the Special Plates Branch.
