Form VTR-268, Verification of Ownership |
PURPOSE
To notify you of a revised procedure involving the Form VTR-268, Verification
of Ownership (Rev. 8/2003).
BACKGROUND
Form VTR-268 may be used when no record of title or registration can be located
in the
Vehicle Titles and Registration Division’s (VTR) vehicle records, but the
applicant has satisfactory evidence of ownership verifying that a Texas
Certificate of Title has been filed or issued on the motor vehicle. In the
past, these requests were processed only by VTR.
The procedures have been revised to address lien and no lien situations. VTR
will only process requests accompanied by satisfactory evidence of ownership
indicating no lien. Counties will process requests accompanied by satisfactory
evidence of ownership indicating a lien; however, a release of lien will be
required for each request.
COUNTY ACTIONS

Effective upon receipt of this bulletin, counties are requested to process an
application for title when no motor vehicle record can be found and the title
applicant provides sufficient evidence for title issuance, a release of lien,
and a completed Form VTR-268. (Please reference the acceptable evidence of
ownership on the back of the attached revised Form VTR-268.)

Counties may photocopy the attached revised Form VTR-268 until distributed.

All previous versions of Form VTR-268 should be destroyed upon receipt of this
bulletin.
DEPARTMENT ACTION
The appropriate revisions will be made to the Motor Vehicle Title Manual, the
Texas Department of Transportation (TxDOT) Web site, and the Fax-on-Demand
forms listing.
