PURPOSE
To provide information concerning updates to the RTS application to be distributed in early September, 2003.

DETAILS

1. HB 2971 incorporates the following specialty license plate system changes. Please refer to Registration and Title Bulletin (RTB) #091-03 for additional information.

• Fee Change – Standardized specialty license plate fee of $30 unless otherwise stated;
• Fee Change – Standardized replacement fee of $5.30 unless otherwise stated;
• Fee Change – Standardized personalized replacement fee of $5.30 for lost, stolen, or mutilated replacements requested prior to sixth anniversary of issuance;
• Fee Change – Personalized replacement fee of $30 for replacement requests having a reason other than lost, stolen, or mutilated;
• Fee Change – Specialty plate fee of $15 for the second set of Disabled Veteran license plates, in addition to the regular registration fee;
• Expiration Date Change – State Official; Member of Congress; Federal, State, and County Judges and the new Federal Administrative Law Judge annual license plates will expire in December instead of March;
• Name Change – New Millennium license plate title changed to "Texas Reads";
• Plate Type Change – Professional Fire Fighter license plate type changed from Non-Profit to Professional Fire Fighter; and
• 14 newly authorized specialty license plates added to admin tables and available through RTS.

2. HB 1365 revised interim procedures for the Texas Emissions Reduction Plan (TERP) title fees and additional 1% Sales Tax Emissions fees.
3. The Rebuilt Salvage Fee account item code has been incorporated into the Additional Collections/Time Lag Event. Refer to RTB #094-03.
4. The attached Activity Change table describes problems and the resolutions for current changes to system.
