Title Services Using Dealer Title Application (DTA) |
PURPOSE
To advise counties of procedures for collection of the mandatory $1 insurance
fee when title services process title and registration transactions for the
general public (not dealers) through the DTA, and to provide
corrections to the procedures attached to RTB #87-03.
DETAILS
Some counties allow title services to process registration and title
transactions for the general public through DTA. Since the Registration and
Title System (RTS) has been programmed to not collect the $1 insurance fee from
dealers and transactions processed through the DTA, those counties that are
allowing use of DTA for other than dealer processed title and registration
transactions must ensure that the $1 insurance fee is collected and entered
into RTS using the Additional Collections/Time Lag Event.
Please note the following corrections to the procedures attached to RTB #87-03:

Title transactions, new or used, (expiring in September or later) when
registrations are also issued will reflect the $1 insurance fee, unless the
transaction includes the Dealer Distinguishing Number (i.e., P number).

All-Terrain-Vehicles (ATVs) do not require proof of insurance and the $1
insurance fee will not be collected as stated in the procedures attached to
RTB #87-03.
