These documents contain text of correspondence sent by TxDOT to the county tax assessor-collectors, statutory agents who provide vehicle registration and titling services for citizens in Texas. This information is provided to apprise the general public of issues affecting the state’s vehicle titling and registration process.


Registration and Title Bulletin #149-02

Subject: North American Free Trade Agreement (NAFTA)

PURPOSE
This bulletin is to provide recent information from the U.S. Department of Transportation (USDOT) concerning the implementation of the NAFTA provisions for Mexican trucks and buses. A copy of the USDOT's bulletin dated November 27, 2002 is attached, as well as a list of contacts.

DETAILS
The Federal Motor Carrier Safety Administration (FMCSA) is now processing applications for operating authority. Once the applications are approved, only those vehicles will be able to travel beyond the border commercial zones.

A Mexican motor carrier may legally travel outside the border commercial zones only if the carrier has all of the following:

  1. NAFTA Annual Permit (or a 72-Hour or 144-Hour permit);
  • The Vehicle Titles and Registration Division procedures for issuing NAFTA Annual Permits have not changed.
  • The only prerequisite to issuing a NAFTA Annual Permit is proof of financial responsibility.
  • If NAFTA Annual Permits are issued to Mexican commercial vehicles, such vehicles are limited to international cargo and service (no intrastate movements).
  • English and Spanish versions of the Texas NAFTA Annual Permit Application, Form VTR-29-NAFTA, are available on the Texas Department of Transportation's Web site at www.dot.state.tx.us by accessing Automobiles, Registration and Titling, Popular Links.
  1. Appropriate operating authority issued by the FMCSA;
  • The certificate number will begin with MX.
  • USDOT numbers will be issued with an alpha designation to identify the type of motor carrier.
  • OP-1 MX carriers will be issued a USDOT number ending with X.
  • OP-2 carriers will be issued a USDOT number ending with Z and are restricted to border commercial zones.
  1. Single State Registration (SSR) issued by TxDOT's Motor Carrier Division;
  1. Mexico's equivalent of the U.S. commercial driver's license (Licencia Federal); and
  1. A valid Commercial Vehicle Safety Alliance (CVSA) inspection decal.
